Resumo O presente trabalho visa efetuar um estudo empírico dos efeitos do congestionamento da infraestrutura aeroportuária sobre o poder de mercado das companhias aéreas, com ênfase na dominância de slots. A partir de um modelo de escolha do tipo logit aninhado agregado, foi estimada uma modelagem econométrica de poder de mercado relativo das grandes e médias empresas, de forma a permitir decompor os determinantes da conduta competitiva no mercado, e em especial, os efeitos da concentração de frequências de voos em poucas firmas de grande porte. Para o estudo do comportamento das empresas, utilizou-se um modelo de equilíbrio competitivo de jogos em concorrência de preços do tipo Bertrand-Nash estático. Foram discutidos os possíveis efeitos de uma redistribuição de slots em favor de empresas com menor participação de mercado, a partir de resultados da modelagem empírica. Por fim, foram feitas recomendações de políticas públicas para o transporte aéreo brasileiro.

Abstract This paper develops an empirical model of the effects of congested airport infrastructure on the market power of airlines, with emphasis on the dominance of slots. By utilizing the parameters of a nested logit model estimated with aggregate data, I develop an econometric model of relative market power for major and medium-sized carriers, aiming at decomposing the determinants of competitive conduct in the market - in particular, the effects of the concentration of flight frequencies on a few major airlines. The behavior of firms in the market is modeled by a static Bertrand-Nash price competition model. I present a discussion of possible effects of a redistribution of slots in favor of smaller carriers, based on the results of the empirical model. Finally, some policy recommendations to the Brazilian air transport are presented.

AbstractThe aim of this study is to investigate whether the size of airline operations has any statistically significant effect on the costs of its aircraft maintenance. By investigating the impact of the extent of operations on unit costs of carriers, it was inspected the existence of economies of scale in providing maintenance services. Through an econometric model of maintenance costs, it was estimated the influence of key drivers such as the aircraft average stage length, aircraft size and load factors. It was performed an application to the Brazilian airline industry. The empirical model makes use of a Fixed- Effects Estimator (FE), using a four-dimensional panel data of flight segments, carriers and equipment over a period of ten years. Results showed support for the hypothesis of scale economies in maintenance services. The academic gain of this article is through econometric analysis identify factors that influence the maintenance costs for airlines. Noting that the largest companies have lower maintenance costs (economies of scale), enables administrators and air planners a better understanding of the phenomenon, as well as a better use of the resources available. For smaller companies, outsourcing or sharing of maintenance with other companies, can result in major savings and profitability.

Resumo O objetivo desse artigo é desenvolver um modelo empírico de demanda por viagens de um aeroporto recentemente privatizado pelo governo federal: o Aeroporto Internacional de Confins -Tancredo Neves, em Belo Horizonte. As estimativas da modelagem sugerem que o futuro da concessão do aeroporto está bastante atrelado ao futuro do crescimento econômico do País: com uso de dados setoriais e modelo econométrico com uso de variáveis instrumentais, foi possível estimar elasticidades PIB e preço da demanda em torno de 2 e -0,15, respectivamente. A robustez das estimativas obtidas foi checada por meio de um conjunto de análises de sensibilidade com uso de estimadores alternativos. Como conclusão temos que, se por um lado, um baixo crescimento da economia pode afetar negativamente o retorno esperado da concessão dada a alta elasticidade-PIB da demanda aeroportuária, por outro lado, a baixa elasticidadepreço pode gerar pressões dos entes regulados por realinhamentos tarifários que mantenham o equilíbrio econômico-financeiro e a rentabilidade do operador.

Abstract The purpose of this paper is to develop an empirical model of demand for travel to the airport recently privatized by the federal government: the Confins-Tancredo Neves International Airport, Belo Horizonte, Brazil. Estimates of the modelling suggest that the future of the airport concession is considerably related to the economic growth of the country: with the use of industry data and econometric model of instrumental variables, it was possible to estimate GDP and price elasticities of demand around 2 and -0.15, respectively. The robustness of the estimates was checked by means of a set of sensitivity analyses using alternative estimators. In conclusion, we have, on one hand, a low growth economy may negatively affect the expected return of the concession given to high GDP elasticity of demand of airport, on the other hand, the low price elasticity may generate pressures from the regulated entities for tariff increases that maintain economic and financial stability and profitability of the operator.

O número de passageiros de transporte aéreo durante feriados no Brasil cresceu notavelmente, sobretudo a partir dos anos noventa. Uma das razões é maior concorrência em preços, possibilitada pela liberalização econômica. Este trabalho apresenta um modelo econométrico de preços das companhias aéreas com o objetivo de estimar os impactos de períodos de feriados sobre os preços, com especial ênfase em eventos de feriados de três dias. O modelo utiliza um banco de dados com tarifas coletadas diariamente na Internet entre 2008 e 2010, para a maior cidade brasileira, São Paulo. O modelo econométrico de painel de dados emprega uma estrutura de erro componente de duas vias com um estimador "within", com o controle de efeitos fixos de companhia aérea, par de cidades, dia e mês da cotação e da partida do voo. A decomposição dos efeitos de tempo entre os efeitos do mês de cotação e de partida é a principal contribuição metodológica do artigo. Os resultados permitem uma análise comparativa do desempenho dos aeroportos paulistanos -respectivamente, os aeroportos de Congonhas (CGH) e Guarulhos (GRU). Como resultado, foi inferido que o preço dos bilhetes comprados com 60 dias de antecedência para vôos com duas paradas que partem do aeroporto central foi o que apresentou maior queda.

The number of air transportation passengers during the holidays in Brazil has grown notably since the late nineties. One of the reasons is greater competition in airfares made possible by economic liberalization. This paper presents an econometric model of airline pricing aiming at estimating the impacts of holiday periods on fares, with special emphasis on three-day holiday events. It makes use of a database with daily collected data from the internet between 2008 and 2010 for the major Brazilian city, São Paulo. The econometric panel data model employs a two-way error components "within" estimator, controlling for airline/airport-pair fixed effect along with quotation and departure months effects. The decomposition of time effects between quotation and departure month effects is the main methodological contribution of the paper. Results allow for a comparative analysis of the performance of São Paulo's downtown and international airports -respectively, Congonhas (CGH), and Guarulhos (GRU) airports. As a result, the price of tickets bought 60 days in advance for flights with two stops leaving from the downtown airport fell by most.

Este artigo discute o financiamento da expansão da infraestrutura setorial, incluindo o investimento direto estrangeiro e considerando os aspectos institucionais e regulatórios subjacentes, relacionados às características econômicas do setor.

This article discusses the financing of the expansion of sector infrastructure, including foreign direct investment and taking into account the underlying institutional and regulatory dimensions, related to the economic characteristics of the sector.

A liberalização econômica do transporte aéreo brasileiro trouxe visíveis benefícios ao setor, com preços mais baixos e maior popularização. Houve, entretanto, mais concentração da operação em grandes aeroportos e perda de cobertura regional. O presente trabalho tem por objetivo analisar a evolução do número de aeroportos servidos pelo transporte aéreo regular brasileiro, bem como os índices de concentração de operações e a cobertura ao longo do território nacional. Serão abordados aspectos contidos no processo de desregulação econômica que o mercado aéreo brasileiro sofreu nos anos 1990 e início dos anos 2000, fazendo com que o transporte aéreo nacional passasse a ser mais competitivo e eficiente, mas também com operação mais concentrada geograficamente. Estes fatores acarretaram benefícios e malefícios aos passageiros: por um lado, preços mais baixos, alta indução do tráfego aéreo e maior acessibilidade de novos segmentos de consumidores; por outro, crescimento acelerado pressionado das infraestruturas aeroportuária e do espaço aéreo - com decorrentes gargalos geradores de congestionamentos e atrasos - e piora na cobertura geográfica. Este estudo desenvolveu um modelo econométrico que possibilitou análise de potenciais variáveis explicativas da cobertura do transporte aéreo, bem como sua influência e impacto no número de aeroportos servidos.

The economic liberalization of the Brazilian air transportation has brought visible benefits to the sector, with lower prices and greater popularity. There was, however, more concentration of the operation at major airports and loss of regional coverage. This paper aims to analyze the development of the number of airports served by regular air transportation in Brazil, as well as the concentration indices of operations and coverage across the national territory. It will examine aspects from the process of economic deregulation that the Brazilian air market suffered in the 1990s and early 2000s, causing the national air transportation became more competitive and efficient, but also with operate more geographically concentrated. These factors resulted in benefits and in harms to passengers: on the one hand, lower prices, high induction air traffic's and increased accessibility of new customer, on the other hand, pressed accelerated growth of airport infrastructure and airspace - with arising congestion generators bottlenecks and delays - and worst coverage. This study developed an econometric model that allowed for analysis of potential explanatory variables of the coverage of air transport as well as their influence and impact on the number of airports served.

Toda regulação econômica setorial contém elementos de assimetrias de informação entre autoridade regulatória e regulados. Ao desempenhar suas atribuições de estabelecer regulamentos, medidas e ações que induzem e promovem o bem-estar econômico, o regulador rotineiramente encontra-se na situação de baixo nível informacional em virtude da escassez de dados, ou, o que é mais comum, baixa abrangência, nível de desagregação inadequado e parca qualidade da informação disponível. Assim, não é incomum observar reguladores desenhando regulamentos de maneira subótima. Adicionalmente, planos de investimentos na expansão da infra-estrutura básica de acesso ao mercado - recursos essenciais -, bem como a sua própria regulação, podem ser concebidos usando-se informação coletadas de forma imperfeita, ou seja, com ruído. Isso aumenta as incertezas inerentes à regulação - e também à implementação da política antitruste e às políticas governamentais - além de aumentar o custo dos investimentos setoriais. O presente trabalho visa estudar o caso das assimetrias de informação no setor de transporte aéreo. Maior ênfase é dada ao detalhamento dos esforços das autoridades do setor em realizar a regulação do provimento dos dados dos regulados, com vista a embasar a regulação e assistir ao consumidor em suas escolhas. Um estudo de caso do arcabouço de coleta, manuseio e disseminação dos dados setoriais implementados pelo regulador norte-americano, o US Department of Transportation (DOT). E por fim apresentar algumas propostas que poderão alterar a questão do provimento de informações por parte da ANAC, possibilitando assim maior fiscalização por parte da sociedade.

All sector economic regulation contains elements of asymmetry of information between regulatory authority and regulated. When performing their duties, the regulator routinely lies in low-level situation because of the scarcity of informational data, or, what is more common, spanning low, inadequate level of disaggregation and low quality of information available. Thus, it is not uncommon to observe regulators designing sub-optimal configuration way regulations. Additionally, plans for investments in basic infrastructure expansion of market access, as well as its own regulation, can be designed using information collected imperfectly. This increases the uncertainty inherent in the regulation, in addition to increasing the cost of the investment industry. This work aims to study the case of information asymmetry in the air transport sector. Greater emphasis is given to detailing the efforts of industry authorities carry out the regulation of the provision of regulated data, with a view to enhance the regulation and assist the consumer in their choices. A case study of framework of collecting, handling and dissemination of sector data implemented by North American regulator, the US Department of Transportation (DOT). And finally present some proposals that can change the question of provision of information by the ANAC, thus greater supervision by society.
